The bottom line is ham radio isn't required to narrowband and meet tight specs as LMR. It's more than just the synthesizer step, it's the front end filtering that goes with it. I am sure it's a cost cutting move: 99.9 percent of most hams won't need this capability, so it's not considered during design. The wideband RX capability is more of a "side effect" than a feature of today's modern SOC designs. Back in the day, Icom made purpose built ham HTs that had full coverage wideband scanning receivers: the IC-2SRA and IC-4SRA. Those were also the days when most of the stuff people used a scanner for were analog conventional FM and AM aircraft.
