Does this radio also do "banks" of channels/memories to scan?

I donot think that the ft350m does banks. A buddy of mine has that radio and he says it will not

You should just get a scanner then. The FTM-350 absolutely rocks as a ham radio with integrated APRS.

The 350AR is a really solid radio, but it's memory management could be better.
