I was in Riverside a week ago and picked up March ARB P25 system is broadcasting a new control channel and system ID, possibly migrating into the USAF 3D6 nationwide system.
138.6875 Primary Control
138.7125 Secondary Control
System ID 3D6

Site 13 (Conflicts with Columbus AFB?)
All base traffic seems to be still on the existing system:
