It's to bad this wasn't all ready worked out before they eventually convert to the new 800 system. The article mentions that new towers may not be needed, from what I have read the only way it will work is to build new towers. Without everyone onboard for a consolidated dispatch center it seems like it would greatly increase the expense to deliver on the new system not to mention just that expense to the city. Should be interesting to see where this goes in the short and long term.
