I noticed an allocation of 2 frequencies in the 800 Mhz band (813.78750000 & 858.78750000) to Monsey Fire District under FCC license WRZS918. Anyone know that this frequency pair is going to be used for?

Read the documents on the license:

The Monsey Fire Department proposed
to operate an 800 MHz Conventional P25 repeater for coordination of their members
and operations. We are requesting a waiver for a single frequency pair.

100 mobile units with 5 watt max output.
fire ground ?
No FG is UHF simplex through the county.

Probably more of standalone BS channel completely separate from the trunking system.

The Monsey Fire Department is proposing to use this frequency pair in a single site
system with plans for future expansion to an 800 MHz simulcast system to meet the
mission critical two-way dispatching and field communication needs to nearly twenty
square miles and over 55,000 people throughout Monsey and the surrounding towns.
This new system will provide public safety standard communications to public safety
personnel throughout Monsey and the surrounding towns according to land use. The
implementation of this single channel will provide the Monsey Fire Department with
their own radio system to continue to handle day-to-day and emergency events.”

All of the above in quotes is just fluff to justify the license don’t read to far into it.

Yeah um, that's the input to the repeater, not "fireground". APX portables putting out 3.3 watts max in the 806-870 band.

In case you're unaware of this, MSI subscribers (and possibly others) are not capable of receiving the 700/800 MHz input frequencies (799-805 and 806-815), they can only transmit within that slice of spectrum.

APX mobiles can be turned all the way down to 3 watts on low power in the 800 MHz band, so yes, it could very well be the mobiles as well (although history suggests that most agencies just leave them at full power irrespective of the license parameters).
