If you are trying to monitor Allegany Co MD on the FIRST statewide trunked system, your scanner is not capable of receiving P25 Phase II. The 1065 is capable of P25 Phase I only. The "T" in the Mode column means TDMA (Phase II). I don't know how many of the conventional analog frequencies are still active.

Thanks! I'm returning it and will keep shopping, with guidance this time.

The FIRST system uses simulcast sites. The only scanners designed to receive simulcast are the Uniden SDS100 handheld and SDS200 base/mobile. Depending on your location in relation to the towers, you are tossing the dice as far as if any other scanner will work. For simulcast, the BCD436/536HP scanners work a little better than the BCD325/996P2 scanners, but there is no guarantee if any of the other scanners will work at your location or if you take it mobile.
