Yep I've been hearing it too. This is New Star Broadcasting Station (V13). Here is a recording I took a couple months ago.

an asian numbers station..heard on Sunday morning about1215UTC

This station is on this frequency at least twice a day, at 1200 and 1300 UTC. It is also on at least one other frequency. The music at the beginning helps to ID the station, and the bubbly voice amuses some people.
