I am unable to find any clues in FCC licenses that would point to a high altitude en-route network. Below are all of the FCC lics for 131.95 in the US states of NY, PA, OH, VT, & NH. There are no control points, or high altitude operating code, and all have 10 watts of output power.
The limitation of this data is the quality of the data submitted to the FCC by ASRI and this does not cover any Canadian licenses.
