Sounded a lot like jail talk to me - but the jail is listed on another freq. Can someone in Binghamtom listen to this and let us know???

Could it possibly be Cortland County Sheriff's Department? They have a license on that channel, WQBK600, with a repeater in Virgil.
If you look in the locations tab you will see 19 different locations...in lat long .all of there license's come back to the same address, try locations 15 and 16

Man, they were LOUD and clear on 151.325 for several miles around exit 5 (Front Street) on I-81 and all the way to Route 17. .3175 is a stretch to 151.325, eh?

Nope, not really. Only 0.0075 MHz off.
In fact, here in Oswego County I have 151.175 programmed (for new court system frequency), and I can pickup Verona Fire Department (Oneida County) which is atleast 40-45 miles away, and they are actually trasmitting on 151.1675, but can still hear them on 151.175

WatnNY, do you have a PL/DPL tone for what you are picking up?
KC2CNY - No I did not get a PL/DPL while scanning - I was trying, but didn't get it! You should also submit that new freq to the database for NYS Unified Court System. As should someone from Saratoga with the new 151.325 court freq.

Those are all locations for courthouses within the 4th Judicial District. Binghamton is in the 6th District, and none of them were listed on that license.

As mentioned above, the Broome County Jail is on 151.3175 mHz (DCS047)
It is very close to Rte 81 and is between Exits 5 & 6 (See the map below.)
If you were listening there you probably heard some of the following identifiers.
'Control'
'Rover'
'Pod'
etc.
151.3175 is only 7.5 kHz removed from 151.325. Close enough to 'squeeze' through the bandpass of most scanners.

It sounds scratchy but it's there. (I'm about 12 miles from the jail.)

I must be having a bad week...But i Know i put Broom county in as a search......O well.....
Thanks RBM - you have solved the "mystery", though the database is wrong as it lists some 158MHz freq for the jail. Your are right, I heard "Zone 4 Rover", "Control" a few times. I will add this freq to the database so it's correct. I will also add the 151.175 for the Oswego County Courts.

151.1750 is actually for Onondaga County, not Oswego. If your adding that to Onondaga County, also add 151.3175 for the Court System. I haven't heard anything on those two yet (for Onondaga County).
