I am getting a strong close call hit on 152.380 in New Hartford. Automated ID on the hour. I believe it sends a digital stream pulse then announces“Sky Net time is 100 hour “(posting this at 1am local time). What is this?

That would not be a correct channel, and likely would show nothing for FCC search. 152.3825 would be the correct frequency and there is a license for a 300 watt repeater on that right in town.

Probably really strong where you are considering it's pretty much directly above you

152.380 - 152.3825 = 0.0025 = 2.5 kHz. Even less unusual for a CC hit.

You mean 2.5 kHz. Usually I try to limit myself to 1 typo per sentence but sometimes also fail at that.
