what does the second set of numbers represent? also, how do i find it on my scanner if it can be found? i have a BCT8 Uniden Scanner.

That is the CTCSS tone, also know as a PL tone. It's also known as several other names, but usually it's reffered to as either a PL or CTCSS tone.

Your scanner does not use them, so at this point you really don't have to bother with it.

It's used to limit the transmissions to what is really meant to be heard. In my area (Lincoln Co.) if I were to program 155.280 without the proper PL tone, I'd hear every EMS agency from here to TN using that freq.

If you have a scanner that uses PL tones like a Pro-97, you would only hear the agency you wanted to hear if you had the Pl tone programmed.
