You can search these for yourself if you go to the database and click on your county (Taylor):

You will see a FCC Licenses tab on the bar, click that then type in the frequency in the search bar. In this case, it tells you it is TDCJ.

If you go to the TDCJ page on the Texas database:

https://www.radioreference.com/apps/db/?aid=990

You will find that that frequency is in use at the Sayle Unit with a PL of 141.3.
