Listening to Monday morning fed activity and the scanner (TRX2) keeps grabbing and holding 163.70000 NAC: 031 TGID: 65535 with no RID's but also no encryption, my scanner is set to hear the annoying sound rather than ignore it. 3 bars from NE Texas. NO voice activity, just hang on (Like dead key) for a few minutes then release. Wiki says it's ICE National Tactical, wondering if it might be used as a repeater input, any ideas?

What is see in nationwide freqs has a different nac

163.700 M169 NACICE NatTac 1National Tactical 1P25Federal

Wiki lists that freq both with and without a nac but the listed nac is 169.

Must be a shared channel and someone else is using 031 NAC. Something to watch I guess. Thanks.

NAC 031 has been reported as TSA and Federal Bureau of Prisons (including Seagoville), however CBP in Dallas has been reported on that frequency/NAC as well. Also it would be unusual to see the use of TG 65535 since that is a wildcard TG. One possibility why you aren't hearing voice is it could be part of a voter system.

163.7000 $031 is ICE for their Dallas Repeater
in addition you may find the freq in use with $169 which is NAT Tac 1 or even $167 for a totally different agency over in Houston

based on the TG, someone is dead keying from Dispatch or a console

NAC alone does not determine who the users are :)

As an FYI, the above-described behavior sounds like the radio may be hanging up on a control channel. I've seen the exact same thing numerous times.
Good thought, but unless they have moved to a TRS, this is/was (with that NAC) a stand along Repeater

I cannot rule this option out. I am hearing a lot of possible CC activity in North Texas on Federal VHF and UHF. I'm almost certain the Bonham TX VA Hospital is on the Federal Motorola system the Dallas VA is using I just have not had the time to do some serious searching to properly identify whether this is true or not. MOST of the time Dallas Federal does not come in very well where I live (Up on the Red River) So when I do actually get around to it, I'll have to pull a few all-nighters and hope for good band conditions.
