164.970 MHz and 154.250 MHz

I have two seperate questions:

First, I heard Motorola Control Channel data on 164.970 MHz. I ran to hook up my outside antenna to my discriminator tapped scanner but by the time I got there it was gone. I left Trunker running on that frequency for about 30 minutes and it came back for about 5 seconds but Trunker got nothing. Anyone know what this is?

Second, I'm hearing an open carrier on 154.250 MHz with a PL tone of 151.4 Hz. This is listed in Monmouth County as Howell Fire 4 but it says it's mobiles only so that can't be it. Anyone know what this is?

BTW, I'm hearing Fire Dispatches and Operations on 154.130 MHz with a PL tone of 162.2 Hz. I think this is Newark Fire 1, but I know I'm hearing a repeater and the RR Database says it's a Base & Mobile setup. Anyway, whenever a unit would finish talking, for less than a second you could hear an EDACS Control Channel. It stopped after a while, but I have no idea what EDACS system that could have been. Anyone have any ideas?

Is it possible you are hearing images from the 800mhz band down in VHF?
You don't mention what receiver you are using, but you might trying scanning the vhf-hi band, to see if you here any more ctrl. channels.

I'm not the smartest tech guy, but I would agree on the image of the 164.970 question. I don't think there are any trunk systems in that range. I have no "guess" on your other question.

It's not an image from any 800 MHz systems. It may possibly be an image from the county 500 MHz TRS, but I doubt it. I don't get too many images so far apart on the reciever I'm using, which is a PRO-92.

Anything's possible but I've never seen 800Mhz images down at 160MHz. More likely is an image from the 143MHz range; probably military. Ontario and Quebec use 138-144MHz extensively for trunking, and exhanced propogation might have occurred. What radio were you using? If it's dual conversion, check 2x the 1st IF frequency below.
