So I was moving through the bands and happened to run across a signal on 17.515mhz AM mode which was a female voice with a Spanish accent repeating strings of number in Spanish such as "uno...ocho...ocho....dos...tres...ocho....etc". Its spoken in the same format as MOSSAD M10 except for the fact its in Spanish and only numbers are said.

Yes, I heard that in late December several days in a row. Also heard it last week on 13.380mhz but it had very distorted audio.

Hmm...earlier in the year, what was assumed to be Cuban Intelligence (if there really is such a thing...) was seen - yes, seen - sending numbers using numerous PSK variants. Evidently folks using MultiPSK and SkySweeper were watching right around that 17mhz freq for some time. Interesting that they would return to it.
