Only catch I have logged was NAC 4C5 for the Chesapeake & Ohio Canal National Historic Park (a few years ago)

Are you speaking of two federal agencies, the National Park Service and the U.S. Forest Service? The federal government does not have an agency with the word "Forestry" in it.
