Hello. Recently hearing lots of encrypted traffic on this frequency in the Albany NY area. Guessing maybe TSA? Any thoughts?

More likely the US Marshals Service at the Federal Courthouse. The frequency is one of their nationwide assignments. Many federal courts use contract security instead of actual federal Marshals, but they still use these frequencies.

Plus I've never seen the TSA use the default NAC of N293 on any of their frequencies...

I concur, it's the USM at the Federal Court.
TSA doesn't use $293 - the FAA tho does

I wouldn't say it's always used for Federal Courthouse ops. It's part of a linked system out here using common USMS freqs.
