114-Lake City FD/EMS personnel have always had the ability to toggle encryption off and on via the collar switch or a side button. The last time I monitored that talkgroup, 70-80% of the traffic was encrypted. It's been quite a while, so they could've gone full encryption by now.

34320 is the Clay County Sheriff's "Municipal" dispatch for Kearney PD, as well as the Sheriff's Office process servers and school resource deputies. I've occasionally heard unencrypted traffic, but it's encrypted most of the time.
