Lancaster PA Fire Dispatch is a *major* user of this frequency, though I don't believe they encode a tone. Riverside County, CA also uses it with a repeater at 167.9Hz. Use of the tones you have listed are extremely unusual (though 210.7 and 218.1 are on the EIA standard list, 199.5 is not), I'd guess falsing on paging tones or something else.

Could be New Haven County, New London County, Plymouth County, Worcester County, Wayne County, Lancaster County, Lawrence County, Riverside County, or Licking County.
