ecps92 - thank you for the correction - this is the kind of feedback that I appreciate. I've updated the data on my end to show that correct information. I also have 32.1000 MHz FM [150.0 Hz] and 49.7000 MHz FM [150.0 Hz] listed for that same user, I believe 32.100MHz FM has been logged recently by other DXers who post on here, I can't say the same about 49.7 MHz FM.

Locally I can confirm that the Virginia Air National Guard uses, or used, 49.7250 MHz FM [150.0 Hz] for air to air comms but they appear to have switched to 41.5250 MHz FM [150.0 Hz] for that (at least as a primary frequency).

Band has been pretty screwy the last three days. Weird traffic on 39.240. Hadn't heard Lee County, VA in a while. Craig Co, VA was loud today. Band was definitely better on the upper end of 30MHz than the lower end.

Thank you for confirming use of 39.5000 MHz FM [131.8 Hz] by Lee County.
39.500 MHz is interesting in that part of Virginia it is used as a multi-purpose frequency and also for fire dispatch (or simulcasting)

Lee Cardice's signal out here was pretty good, got better through out the day. Best it's been since I can remember, normally it's very brief and very noisy. Got about 5 minutes of traffic. Sounds like he was testing with a mobile user and they eventually found the "hot spot" for the mobile where they could communicate. If you're watching out here, Lee, hope you're well.

In regards to 39.1600 MHz FM 141.3 Hz PL:
Some possibilities:

KGD211 - Bradford County Pennsylvania (2 high power base stations, appears to be a dispatch system, 30 receivers/paging receivers associated with each of the two base stations on 39.160 MHz, along with 250 mobiles (identically licensed for 39.1800 MHz)

KNEJ961 - Franklin Regional Council of Governments [Franklin County, Massachusetts] - 6 individual base stations, power output for the base stations licensed for anywhere from 90 watts to 110 watts to 175 watts to 200 watts. 60 mobiles (110 watt power) also licensed for 39.1600 MHz. All the same base stations and mobiles are also licensed for 39.2400 MHz. There is a second Franklin County, MA license (WPWZ466) as well.

KXH392 - Mount Olive Township (Morris County, New Jersey) - three base stations + 35 mobiles licenses for 39.1600 MHz, 39.2400 MHz and 39.4000 MHz, plus a UHF vehicle repeater system. The license indicates it is part of a police / law enforcement radio system.

WPKE758 - Massachusetts State Police - the 141.3 Hz PL tone stands out for this one, as I know MSP use 141.3 Hz tone. License WPKE758 is relatively new, granted in 2023. Just like the KNEJ961 license, it's a set of 6 base stations licensed for 39.16 MHz, plus the same 6 base stations (same locations) licensed for 39.24 MHz, along with 200 mobiles on those two frequencies - and yes, you guessed it, all the base station locations are in Franklin County, Massachusetts.
There are additional licenses in Mass. that also pop up:

WQCC994 - Springfield, City Of (Hampden County, Mass. and Berkshire County, Mass.)

WPQZ426 - Colrain, Town Of (Franklin County, Mass.)

There are several others, but given the fact that you were hearing stations out of New England, these are the licenses that I figured would make the most sense. Plus, the 141.3 Hz PL tone is a hard factor to ignore.
Further research into Franklin County, MA indicates that at least some legacy low band police radio systems (with a couple of exceptions) on 39 MHz band use that same 141.3 Hz PL tone. No indication of 39.1600 MHz specifically, but still an interesting point.

Band kinda doing weird things today. I've never heard Westchester, NY so loud before. Lancaster County was noise, as was King William. Warren County came in OK, but it wasn't much.

HOLY COW! I've never seen 43/44/45/46MHz open up like this - incredible. Departments I've never heard before. VERY cool! Definitely going to need some help with identifying some of these. A lot of them I had good success in tracking down based on dispatched addresses, names of cities, etc.

Note 1: Verified by radio codes. Call was noisy, but I got enough out of it. Dispatcher mentioned a "10-87 Elevator", and I was able to confirm that is a Yonkers, NY radio code for elevator emergency.

Note 2: This has been mentioned as being FDNY Bronx out of Orange Co, NY. Anyone have details on this? Is it someone's rebroadcast? The DPL code in relation to FDNY is rather interesting if you think about it.

Note 3: Any confirmation of this? I heard MDC and it is clearly a repeater, Riverhead is licensed as a base station and mobiles. Any ideas?

Here's hoping for some more of this tomorrow... What a treat!

HOLY COW! I've never seen 43/44/45/46MHz open up like this - incredible. Departments I've never heard before. VERY cool! Definitely going to need some help with identifying some of these. A lot of them I had good success in tracking down based on dispatched addresses, names of cities, etc.

Note 1: Verified by radio codes. Call was noisy, but I got enough out of it. Dispatcher mentioned a "10-87 Elevator", and I was able to confirm that is a Yonkers, NY radio code for elevator emergency.

Note 2: This has been mentioned as being FDNY Bronx out of Orange Co, NY. Anyone have details on this? Is it someone's rebroadcast? The DPL code in relation to FDNY is rather interesting if you think about it.

Note 3: Any confirmation of this? I heard MDC and it is clearly a repeater, Riverhead is licensed as a base station and mobiles. Any ideas?

Here's hoping for some more of this tomorrow... What a treat!

In regards to 39.1600 MHz FM 141.3 Hz PL:
Some possibilities:

KGD211 - Bradford County Pennsylvania (2 high power base stations, appears to be a dispatch system, 30 receivers/paging receivers associated with each of the two base stations on 39.160 MHz, along with 250 mobiles (identically licensed for 39.1800 MHz)

KNEJ961 - Franklin Regional Council of Governments [Franklin County, Massachusetts] - 6 individual base stations, power output for the base stations licensed for anywhere from 90 watts to 110 watts to 175 watts to 200 watts. 60 mobiles (110 watt power) also licensed for 39.1600 MHz. All the same base stations and mobiles are also licensed for 39.2400 MHz. There is a second Franklin County, MA license (WPWZ466) as well.

KXH392 - Mount Olive Township (Morris County, New Jersey) - three base stations + 35 mobiles licenses for 39.1600 MHz, 39.2400 MHz and 39.4000 MHz, plus a UHF vehicle repeater system. The license indicates it is part of a police / law enforcement radio system.

WPKE758 - Massachusetts State Police - the 141.3 Hz PL tone stands out for this one, as I know MSP use 141.3 Hz tone. License WPKE758 is relatively new, granted in 2023. Just like the KNEJ961 license, it's a set of 6 base stations licensed for 39.16 MHz, plus the same 6 base stations (same locations) licensed for 39.24 MHz, along with 200 mobiles on those two frequencies - and yes, you guessed it, all the base station locations are in Franklin County, Massachusetts.
There are additional licenses in Mass. that also pop up:

WQCC994 - Springfield, City Of (Hampden County, Mass. and Berkshire County, Mass.)

WPQZ426 - Colrain, Town Of (Franklin County, Mass.)

There are several others, but given the fact that you were hearing stations out of New England, these are the licenses that I figured would make the most sense. Plus, the 141.3 Hz PL tone is a hard factor to ignore.
Further research into Franklin County, MA indicates that at least some legacy low band police radio systems (with a couple of exceptions) on 39 MHz band use that same 141.3 Hz PL tone. No indication of 39.1600 MHz specifically, but still an interesting point.
Altho they continue to license 39.1600 out in Franklin County, much has moved to UHF (being Phased out) and the ComIRS P25 (700/800)
