Over the many years and many moves I have always used the several NOAA weather stations in our area to gauge how well my antenna is receiving. The antennas have been mounted in various places in the apartments I have lived in and I always rejoiced if I was able to hear more than just the NYC one. My question now is are there any type of constant signals in the 200-400 mhz range that I can use as a reference? TIA

Some airports will simulcast their ATIS in that frequency range for mil air. The ATIS power/watts and antenna are significantly less than a NOAA site. Still, I have several nearby I can monitor and use them just as you are wanting to do.

Additionally, there may be Amateur radio repeaters nearby that use the lower end of that range. The repeaters are not used 24/7, but their wattage and locations are also steady.

Look for a local trunked radio system. The control channels sometimes move around, but they should be constantly transmitting. Granted, you'll just hear data noise, but you should be able to discern if it's a strong signal or not.
