Not sure what it is but that freq is located in the military air band

I'm located in the Eastern CT area and I can hear some kind of garbled speech on that freq but I have too have the squelch all the way open to hear it.

Are you using the FM mode? Satcoms use FM modulation. The Satcom band runs from 240 MHz - 270 MHz. If you have USB cabability, and manually tune thru the band, you can hear the data signals better. Spacing is 25 KHz. The band is mostly used by Brazilian pirates using the band illegally for voice comms. Portugese is their language.
