Is this French? Can anyone translate? It has been coming in here to Kansas for the last week or so with mainly English spoken but with this traffic intermixed. The English sounds like troop training.

There is no listings in the TALF on 0.25 and the only listing I could see for Eastern Ontario, Quebec and New Brunswick where French would be spoken more frequently then English is this licence in Montreal.
