I have been hearing these guys with drilling or dredging operations for several months when the band is open to the east.

Based on accents and type of business this seemed the most likely: ULS License - Industrial/Business Pool, Conventional License - KUT440 - COTTRELL ENGINEERING CORP - Locations Summary
Google search reveals they won a dredging contract from the US ACOE, Baltimore District: http://www.ndc.iwr.usace.army.mil/dredge/pdf/awards06.pdf
Until we have additional info to support or refute, I am guessing that it is a Cottrell Engineering Corp dredging crew on 30.64 / 162.2.
