39.600 150.0

Hearing what sounds like maybe an air traffic control tower on 39.600. The scanner is showing 151.4 but it has that military sounding audio with a very strong PL hum. I'm assuming it's 150.0.

The guy has a British accent and keeps saying zero, zero, zero, five etc..... your route is clear to the ..... The signal is up and down too fast to get enough audio to get a fix on what it is. Any ideas?

The Brits still have an air base in Belize, I think. But there are numerous other possibilities. The military uses 39 MHz. in Europe also. Europe isn't out of the question before sunset there. I used to hear French and English TV channel 1 in the 41 MHz. segment.

I have heard "Range Control" on 39.600 but always US Military. Last heard 05/2010.
