3985 LSB HF Net GCOA Emergency, been listening to operators sending messages, Persons reading messages for sending to other people, they seem to be in some kind of code. Talking to someone in Indiana and other places in the United States. Any information on who this is and what they do.
Thanks Steve.

Being on a normal ham radio frequency meant they would not be government employees of any sort and I heard people identifying with ham call signs numerous times. They can help to guess at the general locations of the participants. Then I just googled "3985 KHz LSB Interstate Net" and up popped the ARRL page. There are Ham radio nets that work with their local, state and federal organizations to help with comms but it will all be in plain English, no codes or encryption allowed.
