The only DMR I have heard in that part of the fed band here in SA has been USPS Ops. Postal Inspectors are P25E, so it might be an encrypted USPS ops channel. The two in the database are already DMR in the clear and are still in use. It's the only thing DMR-wise in that band I can think of.
