I know VA Louisville has several Station Master antennas mounted high up on the hospital. Plus the VA police can and will assist off their property. I hear them 60 miles away on a handheld radio.
My guess is for Louisville they estimated all of Jefferson County coverage, and for Lexington VA, all of Fayette County, but perhaps even more with the Veteran's home in Wilmore and Bluegrass Depot being down around Richmond.
Then again, maybe being narrow band makes it slice through the air the much more efficiently. Just kidding on the part. But they do expect coverage to be less, so maybe they pumped the power, though on Part 90 side it supposed to be limited to I believe 75 watts.
And skip has been great the past few days. I heard an 800MHz trunked system from Owensboro Ky in Salem Indiana yesterday. Has to be at least 100 miles
