Anyone know which federal agency is using this frequency and tone in the Downtown Milwaukee area?

That frequency is generally used in the national UHF trunking plan.

I have a note in my old logs about Dept. of Labor for the Chicago region. Sound possible?

I have that one set up in my Servcie Monitor/Spectrum Analyzer with a UHF 5.6 DBD omni - if I hear anything additionally from a bit north of you, I'll let you know.

Not 100% sure but I just have an entry from 1999 in my logs showing Dept. of Labor in the Chicago region. Looks to be during some pretty strong UHF ducting conditions one summer. I have numerous Chicago and Indiana UHF fed stuff logged on that date. Some of the freq. confirmations came from the CARMA Group which I am no longer a member of for reasons unknown to me.
