Any clue which federal agency is using this frequency in eastern Wisconsin? All communications are P25, with some encryption.

This is a frequency I've been trying to track down for a while, too. I've heard it active in several different parts of the country, but when I've heard it being used, it's always encrypted.

You said that you've heard it with some encryption. What have you heard when they are in the clear?

The mobile units call dispatch Control or Milwaukee Base. I've heard four APCO police codes used.

10-8 In Service
10-41 Beginning tour of duty
10-42 Ending tour of duty

All mobile units ID as IdaXXXX

They are putting some heavy power out on this frequency, I'm getting 6 bars on the BC785 in Sheboygan County.

At times the frequency is very active and other times there is nothing for hours.

From that traffic I would suspect possibly US Postal Service Postal Inspectors. I have heard similar traffic, the local city "BASE" designation and the IDA callsign.

But definitly NOT the DEA or US Marshals...

This is a new frequency for the Postal Inspectors, as they used to be up in the 414 and 415 MHz area, but over the last couple of years they have started to change their frequencies in some areas...
