Sounded like HAM. I could only hear one side, but very strong and clearly. Mentioned Bowling Green. What repeater would this be?

In many areas of the country, that portion of the ham band is used for point to point links for wide area systems and voted receivers. You might listen for a CW ID on it and see who belongs to it.

My gut tells me it's a link between repeaters. In SERA territory it's used for that, ATV and experimental. You're in TMARC territory, the sub band should be the same. The TMARC web site says nothing on ATV in Loudon. Best bet is to copy the CW ID to narrow things down.

Actually the 70cm ham band IS 420-450 MHz. Although some parts of the country have restrictions.

For example, some parts of the US near Canada (midwest, western NY) have public safety in the 420-430 range. There are also restrictions on some parts due to US Military radar or radio astronomy.

W4WWK is in Springfield, KE4DCS is not a valid call but KE4DCX belongs to an op in Harrisonburg. I'm thinking you've caught a uhf link back to a main repeater site from a remote reciever. I'm also thinking the main repeater is 147.300, which you should hear strongly at your location. Check that out, see if you hear the same there.

W4RAT Repeater

Sounded like HAM. I could only hear one side, but very strong and clearly. Mentioned Bowling Green. What repeater would this be?

You probably were hearing an image either from the W4RAT 146.8800 mhz. or 442.5500 mhz. repeater co-located at 685 ft. in west Richmond. Both repeaters use 74.4 hz. CTCSS.
