That can belong to a couple of possibilies:

There are other possibilities, in case it really isn't a tow truck, that are in your. Search the FCC database, if these don't pan out.

I'm getting sporadic activity here in Green Valley, South of Tucson, too. John suggested a trunking system in Tucson -- I've got the frequencies programmed in but haven't heard anything today.

Well,

I've discovered that the 461.925 frequency has a 107.2 HZ CTCSS subaudible tone on it. It always seems that there are several conversations going on in the background, and there was a mention of "can you bring gas for the leafblower." Not a tow truck dispatcher, it seems.
