It sounds like what they are looking for is a broad based set of rules for them to stop automatically allowing services that aren't compatible into the same space,That would require FCC lawyers to admit that it isn't entirely the fault of the receiver. The FCC idiots auctioning off spectrum need to consult independent RF engineers in each and every case.
It was described like allowing a rock concert into a neighborhood zoned for a quiet residential when comparing lights-quared(?) with GPS systems.
