Looking for a ground plane kit that would work great on 700 to 800 MHz I've been searching the internet and I've seen some manufacturers have their radials straight out and others appeared to be a 45°, but they're stating its for the same 700/800 mhz range. When I'm shopping for one does the angle of the radios actually matter since it's just for a scanner so it would be for receive only any advice would be great thanks

The drooped down radials help bring the impedance to 50Ω.
However, if you look at a vehicle mount, the antenna will work fine on a flat roof.
The mobile antennas are designed to work on a flat roof.

I think you'll be fine with either one.

Ok thanks, I'm just trying to maximize my scanners performance probably overthinking it

I understand. It's always good to ask questions.

Pay close attention to waterproofing the coaxial connection after you have it installed. Get the antenna up as high as you safely can, especially up and away from your roof line. That'll help performance.
