I need some clarification regarding any of the current P25 motorola digital radios. I've noticed in the spec sheets that they are designed for a bandplan of 764-870mhz. Can you transmit on that entire band with one radio?

The various other vendors often permit their dealers to sell the software online (i.e., Kenwood). Please use Google or some other search engine to find a dealer that sells the software. Typically each series or individual radio requires its own software package. Often the Kenwood software is less than $100 so don't be a cheapskate; just purchase it.
For M/A Com/Harris/GE, etc: there are two software packages that program all current and past radios. One package is for conventional programming and the other for trunked programming. The trunked package is in upwards of $2,500. The conventional package is more reasonable though is still several hundred dollars. The benefit is you do not need multiple versions for each radio (unlike Motorola).

700/800 Motorola Band plan

They will do both 700 MHz and 800 MHz narrowband channels (talkaround and repeater input segments).
I can't say as to whether they will do the ENTIRE segment (meaning non-LMR parts, such as cellular blocks...but I kind of doubt it).

Let me clarify. Near me there is some question if radios carried by departments are capable of operating that entire 764-870. The reason is, there are systems here in my area, that have "800" towers and "700" towers. Tower A has a CC of 855.xxx and Tower B has a CC of 770.xxx. Can they use one radio?

They can only transmit and receive on the frequencies authorized by the FCC within that 106 MHz block of spectrum.
So, if you're asking "Hey, do these radios really work on both 700 and 800 MHz systems within a single radio model?", the answer is yes.

Will all the radios on a trunking system transmit on the CC frequency to the controller or does the radio pick one of the other frequencies in the system. Meaning is the controller only waiting for a radio to transmit on the CC?

While the XTS3000 and Astro Spectra can be flashed for 9600 P25 trunking, they will not do 700 MHz.
Only the Astro25 series, that being the XTS/XTL 1500, 2500, 5000 and the APX series, will do 700 and 800 MHz.
Also the Sprint NEXTEL RB replacement radios in their unmodified form will not do 700 MHz unless the capability is negotiated ahead of time and would be flashed that way.
