700 MHz System

The kc-scanning yahoo group is reporting that the City of Independence,
Missouri has announced construction of the nation's first 700 MHz system has begun with the installation of the first of 7 towers. Total cost $7,000,000. System (will) be operational by September, 2006.

It is my understanding that this is a public safety system, financed by Homeland Security money and will replace an existing 800 MHz system.

Anyone have any additional information?

Also, I am sure that two departments in Idaho will have their system online before Independence does. However, it would be the first 700 MHz system in Missouri to be online.
