So I did some searching with no luck. Does anyone have a link to a list of the public safety narrowband 700MHz frequencies, that also show their proper useage, such as general use, interop, low power, itinerant, etc?

I found a bunch of FCC pages talking about the frequencies, but no actual list, unless it was in one of the "406 Not Acceptable" error messages I found. (My phone won't do pdf's, or a lot of other things, so it has to be plain text.)

The best source is the National Interoperability Field Operations Guide.

If you try to follow the download links from that page, which is what comes up on a Google search, you'll get 404 errors. It appears the links have changed and DHS has not replaced them.

I don't know where you got that list but the channel numbers and first frequency are wrong.

I didn't see a frequency list? I followed a link to the FCC, then to the eCFR. From there I went to Part 90, then to 90.613, which has the 800MHz channel/frequency list. That's what I want for 700 MHz. The 700 MHz bandplan only lists channels, and what...

channels are used for what. But no list of frequencies.

The NIFOG is in pdf. My phone won't do pdf's. (3G multi-media phone, not a smart phone.) I need a text version, on a website to read via my phone. If/when I (re)acquire a real computer, I will try to download the NIFOG.

I didn't see a frequency list?

It isn't on the home page. You have to hunt for it.
Go to caprad.org
Click the yellow 700 MHz tab.
Click visitors click here
Click continue
Click a region on the map or select one from the dropdown list.
On the left side under Planning Information click Spectrum Summary
Click Show All Channels
Now you have the 700 MHz public safety band plan. It is broken up into 12 pages.
As far as I know only the 12.5 kHz channels are used.

That's what I was looking for, thank you. (Bing didn't show that as a search result. And access to the wiki here via my phone can only be done via a direct link that someone posts, and even then, has only taken me to RR's desktop front page many times...)

Another question, wouldn't the low power channels be simplex? They show as paired frequencies. Or would these be conventional repeaters installed in a command van-type vehicle for use at an incident scene?

From what I've seen, the low power frequencies are limited to 2 W

Here are the rules regarding the low power channels. It doesn't say they have to be simplex.

90.531(b)(3) Narrowband low power channels subject to regional planning. The following narrowband channels are designated for low power use for on-scene incident response purposes using mobiles and portables subject to Commission-approved regional planning committee regional plans. Transmitter power must not exceed 2 watts (ERP): Channels 1-8 paired with Channels 961-968, and Channels 949-958 paired with Channels 1909-1918.

90.531(b)(4) Narrowband low power itinerant channels. The following narrowband channels are designated for low power use for on-scene incident response purposes using mobiles and portables. These channels are licensed nationwide for itinerant operation. Transmitter power must not exceed 2 watts (ERP): Channels 9-12 paired with Channels 969-972 and Channels 959-960 paired with Channels 1919-1920.

Here are the rules regarding the low power channels.

I should have added that your state may do things differently according to state/regional plans. Check your state public safety interoperability and regional 700 MHz planning documents.
