as Raleighguy linked, one step is look at the Wiki, however as you already know and have learned a NAC alone is not a definitive identifier.

Freq/NAC, audio heard and then RID's help to ID the users.
The above said, No - not all $864 are USMS as not all $167 are FBI

There have been seen (OTA -Over The Air captures) as well as Code Plugs where other agencies have used $864 across my Federal Monitoring.
Others have been - ICE and some unidentifieds during NSSE and other large scale events

So you are hearing this from LI ???
New one for me as that Freq/NAC had been only - AZ, CA and IL

Odd tho, as this is also used in NY for the new DOJ Trunk at Sys 4F0 and is/was reported for Beacon using $4F0

In Florida USMS uses 864 on some Frequencies here USMS A and B come to mind. I seen post about it being used in TX too. Been like that for years.

I got 171.6125 864 NAC from somewhere in South Central TX during a medium band opening a week or so back. Data packets was all I got, and it was very similar to ICE/CBP.

I think that one maybe one of the CBP children agencies, as the USM has not been reported on that frequency.
Also the USM uses $293 in addition to $864 which makes it even tougher to narrow down use, until we start hearing audio and grab some RIDS
