I've been monitoring this new system in my 396t and haven't heard anything yet on it... I am near the two proposed repeaters near Roswell and Sandy Springs and am still getting low signal strength, so it's not fully implemented right now at those sites. The license refers to an "Urban Initiative Homeland Grant" so I don't know if is bound to grow outside the metro area.

This looks to be the seedling of the statewide system indeed. Right now it looks like Fulton and Cobb are on-board:

I hear testing traffic (just tests - no active users) on the Cobb site almost daily, usually between 9 AM and 3 PM. It's not all-day-long stuff - you have to wait for it. Talkgroups I've logged so far are:
