A brand new faulty Electrolytic

Here's a first for me. Ordered this 1uF electrolytic a few months back for a radio I was recapping. It appears it was either crushed, or a manufactured defect. Since I received other components which were fine, I'm leaning towards a defect. I measured its capacitance value, which was fine. Then I charged it with a 9v battery for several seconds, and got 1v. Fortunately I have another from apparently the same batch which is fine. Anyone else ever have a new faulty component?

Where did you buy it from? Amazon or some other online retailer that doesn't specialize in electronic components?

A long time ago when I was a tech we used to get occasional bad electrolytic caps that exploded or burned like a match. Also sometimes reels of polarity sensitive SMT parts that were not all oriented the same direction.

From Mouser. It's an Illinois brand. What happened to the " like" button?

Was this in an envelope where it could have been smashed or in a box?

Where I used to work I ordered a lot from Mouser. I can see Amazon, E-bay, etc. selling chinese factory rejects/defective components but not Mouser unless they went downhill recently.
