I'm really new to scanning and been trying to read a lot on these boards , But before I invest in a scanner I wanted to know what the difference would be from listening to the feeds that are provided for free online. I listen to the NCC law enforcement feed mostly . It mostly is NCC police , State police , Wilmington , and some from Newark PD . One question would be , if I had a scanner would I be able to pick up each of these 4 PD's on a separate channel since a lot times they broadcast over each other on this feed. I would like to hear more Newark especially since that's where I live . Another thing is whenever there is something more serious like a shooting they say go to restriction , or say go to data C, or tac 1 . Would I be able to hear more if I had a scanner and went to a different frequency or is all that stuff encrypted. . I'm sorry if these appear to be stupid questions , but I recently was forced into disability due to Parkinson's disease after being a plasterer for 30 years . I'm only 52 and looking for another hobby to help past the time .

First as for the Data and other channels - they are now encrypted, so getting a digital scanner will not allow you to hear them. As for when an agency declares "Restriction" - all they are doing is declaring that only traffic concerning the incident the restriction is for should be talking - or emergency traffic if not related - Sometimes you will here on Wilcom (city of Wilmington) a unit ask "restriction" and Wilcom answers negative - there the unit is making sure there is not a restriction before they send the message

As you have guessed, having a scanner will give you more control of what you listen to - you will be able to hold it on Newark or any other agency, and you will be able to "lockout" any you do not want to listen to - so if that is something you would like to do, then by all means get a scanner -

Hope that at least gets you started!

The scanner feed on the internet will only allow you to listen to Dispatch for PD and Dispatch and Fire Tac's for the fire side.

sadly your budget is going to have to be over $400 as everything Public safety (including deldot) in Delaware is 800 digital and the prisons are 700.... the other wrinkle is that most of the agencies have caught that virus called encryption and less and less can be heard.
