When I run this. I get "acarsdeco2.exe is not recognized as an internal, or external command, operable program, or batch file."
that is not the program that the yt video references.

you want modesdeco2.exe

I haven't looked at the goontube stuff but acarsdeco is simple to use.
It has to be started using a batch file.

for example I just created a plain text file and saved it as "start_ad2.bat" which I run from the directory I extracted the download to. (NB. the drivers for the rtl device need to be installed if you don't have them from previousd rtl device usage)

@Echo off
cmd /c acarsdeco2.exe --device-serial 20000001 --gain 40.2 --db C:\Rad-Soft\acarsdeco2\datasets\basestation.sqb --frdb C:\Rad-Soft\acarsdeco2\datasets\flightroute.sqb --logfile C:\Rad-Soft\acarsdeco2\logs\ --pictures C:\Rad-Soft\modesmixer\pictures --http-port 8090 --freq 131525000 --freq 131725000 --freq 131825000
PAUSE
exit

Freqs are country specific so my UK ones above wouldn't apply in US. Paths to the database files/pictures are only necessary if you want to use those features but I created them as an example. Gain setting might need some experimentation but is unlikely to need to be maxed out. Specific values accepted for your device can be found using rtl_utilities if required.

what is the full path to your acarsdeco2.exe file?
I'm thinking there is a folder name in the path with space between the name , example, Acars Decoder
it should be Acars_Decoder

Dear ACARS freaks (like me) here I have compiled all information needed to set up a raspberry pi using the RTL-SDR dongle as an ACARS station from scratch.
any question just tell me.

I actually downloaded PC-HFDL.
If you've downloaded it have you tried it with your scanner? Plugin an audio cable from your scanner headphone socket to your PC Line In or Mic port and select the corresponding audio input in PC-HFDL. Configure the Channel under System Options to VHF on Channel A and leave Channel B as NONE. Set Spectrum for Channel A. On the right hand side of the main window just tick V ACARS and leave all others unticked. Adjust the volume of your scanner and wait for the messages. You should see the data bursts in the Spectrum window as well, if not check the scanner frequency and mode, check configuration settings and be patient!

If you haven't paid for a licence then you'll probably only get about 5 mins use, a tip here is to NOT click OK when the nag screen appears, PCHFDL will continue to decode but you'll not be able to do much but watch the screen.

If your PC doesn't have mic or line in jacks (many newer ones don't) you will need a USB soundcard. Once installed, you may find that you will need an app to redirect the audio. Virtual Audio Cable and VB Cable are pretty much the standard apps for this, although you can certainly see if Stereo Mix (present on Win10 machines, maybe Win8 too) would work. It's usually disabled (it is on my Dell), but it's easy to enable it.

You can find the links for Virtual Audio Cable and VB Cable (and others) here

Most of the available software are license paid and most of the time not easy to configure adding the problem to require sound inputs. (actual modern pc, even desktop lacks of sound inputs)
before single boards and SDR boom era, I used to decode with airnav acars decoder and a handheld scanner using headphone output to pc input and regulating sound level. (decoding one frequency at a time, or two if receiver has dual watch)
Now, for that reason I recommend using RTL-SDR and a Raspberry Pi + Open-source software.
Cheap and straightforward, providing multi channel decoding (up to 8 different frequencies at a time).
In my opinion RTL-SDR + Raspi is the way to go for acars decoding.

acard1.65 works perfectly on an old laptop running WinXP. As it's not connected to the net, then there's no need to go through all the hoops of automatic downloading a pic of the aircraft and all the other info. Just run the .exe file, plug in the audio from a receiver, the squelch down and it goes well.

Now all I need is some aircraft! According to Flightradar24 the only people flying around NZ yesterday with the Covid shutdown were crop dusters!
