ACSO RF Link - Orwell

Does ANYONE know who broadcasts on this channel? I cannot figure out at all what department is talking. I noticed alot of activity on that channel when I raised my antenna to 30 feet.

Possibly something from Canada? I wouldn't imagine that you'd hear anything locally since it's original purpose was for the ACSO VHF repeater which is no longer on the air.

Its coming in strong and it sounds like a police dpt., from what I could tell they were talking about some things and it was local or around ashtabula county. its like a mix of maybe fire and pd of some sort.
