It looks like they're on the statewide FiRST system - go here, then scroll down to the Allegany talkgroups, and they're at the bottom...

You will need a Phase 2 capable scanner to hear FiRST, and they aren't cheap.. To learn more, go here, and see 'Scanner Support FDMA and TDMA', which lists scanners that are FDMA (Phase 1) and TDMA (Phase 2) capable...

Cumberland Police and Allegany Fire and Sheriff's departments transitioned to the FIRST system in October.

The PSR-800 would be a poor choice to monitor FIRST, although it would be technically possible after a factory firmware flash. I own one, and it does not perform well on the FIRST system.

I have seen a few reports that the 800's P2 performance is better with the Whistler upgrade, tho how well it does on FiRST in Allegany remains to be seen. Still, buying one of the 3 and having Whistler do the firmware fix remains the cheapest way to get Phase 2 on a scanner, hands down

Like everything simulcast and P25, it depends on where you are monitoring from, at least with radios not optimized for simulcast reception. My experience has not been good at my home in Annapolis, nor driving to and from the Eastern Shore while monitoring First, and it's marginal on the P25 voice channels on Anne Arundel's SmartZone system.

I am using a bcd436hp and still cannot receive anything in Allegany County. In every other county from the beach to Washington County, it works fine. I "think" I did the updates from last week. The only thing received while in Cumberland over the weekend was West Virginia sheriff's dispatches and a weak Cumberland City fire dispatch and some DNR traffic from Martins Mountain tower. Nothing from Cumberland PD, Fire, Allegany Co. Sheriff or Fire, EMS, MSP Cumberland, Frostburg etc., Can anyone offer any advice? Thanks

Have you programmed the Maryland FIRST system into your 436, and is it working elsewhere? The 436 is not the optimum radio to receive P25P2 simulcast systems, but you *should* to be able to receive something if programmed properly. Allegany County has now transitioned to the FIRST system, and I haven't heard any reports of outages.

Yes, it works great everywhere else, non-stop transmissions from Ocean City to Hagerstown, everywhere south(been as far as Harrisonburg Virginia, as far north as Philadelphia. All by just entering the zip code. But in Allegany County, nothing but a few transmissions from DNR, Morgan and Hampshire County WVA, and one CFD Alert like on the old 453.100 frequency. Nothing else.

I think you will find that your programming is the problem. Are you able to receive the FIRST System anywhere else? - you are not specifically saying that you are. Check to make sure that your database is up to date, all the proper Service Types are enabled, and if it were me, create a Favorites List that only contains the First System, and only enable Allegany County, and monitor it. This procedure will work.

I have a BCD436 and it's been working perfectly on the MD First system. I live about 3 miles outside of Cumberland and ALL systems appear to be working . In the last 2 hours I've heard MSP, Trooper 5, Cumberland and Frostburg City police, the Sheriff's Dept, Allegany Co Civil Defense and the hospital on the new MED channels. And right now there's an Alert in Frostburg for a Car accident near Grant Street...

Thanks for the suggestions. In reference to your question "Are you able to receive the FIRST System anywhere else"? Am I not receiving FIRST system when I hear Ocean City PD, MSP every other barrack but Cumberland and McHenry , all of AA Co. , Baltimore County, Baltimore City ,Howard, Queen Anne's, Montgomery, State of Delaware, State of Virginia etc?
Thanks for the help, sorry for being dense, I come from the crystal days, plectrons, , 30-50 MHz, CB radios...you get the idea, lol

Ocean City PD - NOT on FIRST
MSP - Most Barracks outside of the DC metro area and SoMD are on FIRST, however they are also carried on county systems in most areas of the state - plus their own VHF may still be up in many areas.
Baltimore County & City- NOT on FIRST
AA, Howard, Montgomery - NOT on FIRST
Delaware, Virginia - NOT on FIRST
Queen Anne - On FIRST

As I said before, your programming / database age is the issue. When was the last time you updated the database on your radio? Allegany County transitioned to FIRST in October / November and their entries in the RRDB have been modified to reflect the change. If you haven't updated since then, that is your problem. It's important to regularly update the radio's database, particularly when using the Location based features, and why trying to monitor a new and expanding system like FIRST.

So make SURE that you update Sentinel, then make SURE that the database gets downloaded into the radio. There is a function on the radio that shows the date of the database - what date is it showing you?

Last night, I was listening to MSP Berlin on First (TG 7331.) Maybe they still use VHF, but 7331 is active.
.
OCPD may have crosslinked TGs on First, but they are native on the Ocean City P25 system.

MSP Berlin has been active on FiRST full time for years. Not sure if they still patch to low band though.

The OC/Worcester Law Enforcement Talkgroups are just patches to FiRST. They are not full time users on FiRST as they use their P25 systems for full time use. These talkgroup patches will be taken down probably within the year.
