The callsigns I've heard on the same TG have been like: "PineTree, SnakeEater, Apple, etc.

Very interesting! maybe some fed traffic! any other 61 series TG identified? Any kind of gut feeling as to the owner of 61001? traffic sounded pretty informal to me!

Sometimes I get the idea it could be Ham radio guys and/or from the ARES organization.
