In this situation, it's more like Craigslist. A user posted the item and it's not up to the hosting site to correct it.

Amazon just wants their cut of the transaction, they're not the Righteousness Police. If it's not overtly illegal, they...just don't care.

I think the informed buyer would know the description of blocked means it's a "USA" version with the old cellular band blocked, not the full range of the receiver...but I could be wrong.
