when the MOH migrates to the new system will they be still usng conventional 2-tone pagers on 149.440 Mhz or will that change?

Not likely since the functionality of PTAC has been included in the Fleetnet system. It hasn't been used in the Georgian area since they switched.

Hard to say. With BMR providing PCOM at their sites, they will probably use microwave or leased T1's to link back to the local CACC. I would guess that these links will disappear.
