Another please identify this antenna

Morning guys.

Looking to see what this antenna is on the new NJ State Police Tahoe's. It looks to be 4" or so, low profile, black antenna. I think it might be the below.

How does this antenna compare to a regular 17" or so 700/800Mhz antenna?

I meant for antennas of that height how would it compare to the one I linked? I have a larsen 3db and 5db gain antennas that are around that height so I want to see how the performance is to what NJSP uses.

The taller 7/800MHz antennas are usually 3-5dB gain.

Those black radome antennas may have 7/800MHz capability, but more often than not, they are actually Cellular/GPS/WiFi antennas used on the modern radios.

The photo is way too blurry and too small to tell for sure what antenna that is. Maybe someone there in the Garden State can tell you what it is, or post a better photo.
