Antenna recommendations

Start with the bottom whip section.
Use the L1 chart on the PDF.
Find your center frequency on the bottom row.
Follow that vertical line up until it touches the thick black trace line
Follow across horizontally to find the length in millimeters that the L1 (lower whip section) needs to be
Cut the lower section to that length.

Do the same thing for the top whip section (L) using the L chart on the PDF.

Right, the top chart, labeled "L" is for the top whip length.
The bottom chart, labeled "L1" is for the bottom whip length.

Can it be cut to receive from like 154 to 162 without losing dbi are just get as close as possible without losing dbi

Yes, just cut for the center of that, 158MHz. 4MHz on either side isn't an issue.
Will it still get the other frequencies even if it's not tuned for those and also on the L diagram it looks to be 1233mm and L1 1242mm

Yes.

You are asking good questions, but don't overthink this too much. There will be some roll off in performance out towards the edges, but unless you are trying to pull in excessively weak signals, you aren't going to have an issue.
While not ideal, the antenna will receive UHF and probably VHF low band quite well.

The measurement on the cut chart/graph is telling you how long that whip section should be after you cut it.
I'm starting to understand it now, double check to see if 1233mm is correct

For the TOP whip, yes, 1233mm looks to be what you want.

You also need to cut the bottom whip section (the part that is attached to the base and that the coil attaches to before you install the top whip)
That will have different measurements. Looks like 1242mm or so is the correct length for that whip.

The top whip would be 4.5 feet long and the bottom whip 4 feet long, I'm lost with millimeters had to look it up

Yeah, most Americans don't have a way of measuring it, so using one of the online converters is a good choice.

Don't sweat it too much. It's going to work well. Just make sure you use appropriate coaxial cable between your radio and antenna.

The whips should be cut to the length does the coil count towards the length
