Like Gill said, you DON'T need a permit from the FAA for anything LESS than 200'.
Anyone with (or studying for) an amateur license can tell you that's one of the first things you learn when you start studying the material!
If you did happen to live near an airfield and had a tower less than 200', it'd probably be listed in the FAA description for that airfield as an obstruction. The FAA basically tells airmen that it's there, deal with it, fly around or over it.
